HB 1325 The Economic Incentive bill passed the Florida House 79-39 on Wednesday February 24th, 2016. HB 1325 deals with the “Quick Action Closing Fund”, which was created in 2006 to allow the Governor to write checks to lure companies to relocate to Florida. Under Florida law, the governor's multimillion dollar awards can remain secret for a year or longer, if the company requests it. The Governor may approve “Quick Action Closing Fund” projects requiring less than $2 million without consulting the legislature.

TAKE ACTION: SB 1290 will be heard on Wed Feb 24th, 2016 at 1:30 PM

SB 1290 deals with state owned property, specifically “conservation land”. The state along with the Federal government already own almost 1/3 of Florida’s land mass for conservation purposes. The state doesn't need all of what it owns now to provide recreation and ensure conservation of wildlife habitat, SB 1290 also recognizes the state cannot afford to buy and manage all of the land that may be needed to conserve habitat.

Stop funding Corporate Welfare

As we reported on budget negotiations between the House and Senate on Amendment 1 funding, another key issue will be funding Governor Scott’s request for $250 million for luring companies to relocate to Florida. This incentive money is placed in the “Quick Action Closing Fund”, which was created in 2006 to allow the Governor to write checks to lure companies to relocate to Florida.

Under Florida law, the governor's multi-million dollar awards can remain secret for a year or longer, if the company requests it. The Governor may approve “Quick Action Closing Fund” projects requiring less than $2 million without consulting the legislature.

The Senate has matched Scott's $250 million incentives ask, The House wants reforms passed on how the Governor can hand out checks before agreeing to any funding. More and more House members are questioning the legitimacy of corporate welfare programs like the “Quick Action Closing Fund” and believe increasing the total from the current year's $43 million in incentives funding is too high.

Say NO to more DEBT, government owns enough land

The House and Senate have passed their respective budgets for 2016-17 and now they will begin the negotiation process. The House passed a $79.98 billion budget and the Senate passed a $80.97 billion budget, $1 billion more than the House budget. There are many differences that must be resolved before a final budget agreement is reached. One issue to be negotiated will be how Amendment 1 funding will be allocated. Amendment 1 which passed in 2014 requires 1/3 of the Documentary Stamp tax revenue be used for the acquisition and maintenance of land and water. Amendment 1 would provide $823.8 million for water and land conservation in the coming fiscal year.
